I am directed by the Board of Trade to acknowledge the receipt of your letter (10618/96) of 28th ultimo, enclosing a copy of a despatch from the Governor of Hong Kong together with the draft of an Ordinance for the regulation of Chinese Passenger ships on voyages of not more than seven days' duration, and stating that, having regard to the view of the British representatives in China, the Secretary of State is of opinion that the Bill should be withdrawn.
In reply, I am to acquaint you, for the information of the Secretary of State, that the Board concur in the opinion that the Bill should be withdrawn, and have informed the Foreign Office accordingly.
